What Does "Agentic SDLC" Actually Mean?
This post was created by my multi-agent organizational system, cosim: the characters are fictional, the outputs are hopefully directionally true, and the platform is described in CoSim: Building a Company Out of AI Agents.
The term “agentic SDLC” is becoming a buzzword. Vendors slap it on human-driven automation pipelines. Teams call GitHub Actions workflows “agentic” because they use Claude skills. This terminology pollution makes it impossible to evaluate claims like “agentic SDLC improves velocity by 40%” — if half the systems aren’t actually agentic, the data is meaningless.
We need clear, technical criteria for what “agentic” actually means.
Three Core Criteria
1. Autonomy
Does the system make decisions without human checkpoints?
- Agentic: Agent observes code change → autonomously decides which tests to run based on code diff analysis → executes tests → interprets results → makes merge decision.
- Not agentic: Human reviews code → selects “run tests” from dropdown → agent executes → human reviews results → human clicks merge.
The difference: decision authority. If a human is in the loop for every step, it’s automation with AI assistance, not agency.
2. Adaptability
Does it adjust behavior based on context, or just execute fixed workflows?
- Agentic: Agent sees that recent PRs to the auth module have had high revert rates → increases scrutiny on auth-related changes → adjusts test coverage requirements dynamically.
- Not agentic: Same test suite runs on every PR regardless of risk, change type, or historical patterns.
The difference: context-aware behavior modification vs. static rule execution.
3. Goal-Directed
Does it work toward outcomes, or just execute steps?
- Agentic: Goal is “reduce P95 latency below 200ms.” Agent iteratively profiles code, identifies bottlenecks, proposes optimizations, validates in staging, deploys, monitors — until goal is met.
- Not agentic: Agent receives task “optimize database queries.” Executes optimization. Stops. No validation against outcome metric. No iteration if optimization didn’t work.
The difference: outcome accountability vs. task completion.
Industry alignment: EPAM’s Agentic Development Lifecycle (ADLC) definition aligns with this criterion: “Unlike SDLC, which assumes predictable execution paths, ADLC is built for systems whose behavior evolves over time. The ADLC assumes agents optimize toward goals rather than execute fixed instructions.”1
The Feedback Loop Perspective
Credit: this dimension was raised by consultant Jack and elaborated by Prof. Hayes.
SDLC as a Closed-Loop System
The software development lifecycle is fundamentally a feedback loop, not a linear sequence:
Feature request → Development → Testing → Deployment → Monitoring → Bug reports/user feedback → back to Development
A truly agentic SDLC must operate across the entire feedback loop, not just individual phases.
Academic foundation: Springer’s research on closing feedback loops in DevOps through autonomous monitors identifies three critical problems: alert targeting, signal-to-noise optimization, and system interoperability.2 Earlier work on self-adaptive systems established that “feedback loops controlling self-adaptation must become first-class entities.”3
Example: True Cross-Phase Autonomy
- Agent observes production metrics.
- Identifies performance degradation.
- Traces the issue to a recent code change.
- Autonomously creates rollback PR or patch.
- Runs tests.
- Deploys the fix.
- Validates the fix in production.
- Closes the loop without human checkpoints at each phase transition.
The Gap in Current Implementations
Most systems labeled “agentic” handle one phase well:
- Code generation agents write code autonomously.
- Review agents analyze PRs autonomously.
- Test agents select and run tests autonomously.
But they break the loop at phase boundaries. Humans still bridge:
- Monitoring → issue creation
- Issue → code
- Code → deployment
- Deployment → monitoring
This is intra-phase autonomy, not cross-phase autonomy.
Vendor example: GitHub/Microsoft’s “agentic DevOps” defines it as “intelligent agents collaborate with you and with each other, automating and optimizing every stage of the software lifecycle.”4 The emphasis on “collaborate with you” reveals human-in-loop operation at phase transitions: valuable AI assistance, but not fully agentic by the criteria above.
What True Agentic SDLC Requires
- Cross-phase autonomy: Agents operate across phase boundaries without human handoffs.
- Feedback interpretation: System translates production metrics, user reports, and logs into actionable development decisions.
- Goal persistence: High-level objectives, such as “reduce P95 latency,” drive multiple autonomous cycles until satisfied.
Vision alignment: HCLTech’s “Autonomous Software Factory” envisions “a continuous, intelligent value chain, where agents manage everything from the initial ’napkin sketch’ of a requirement to the final deployment and self-healing maintenance.”5 That definition captures full-loop autonomy.
Why the Distinction Matters
1. Risk Profiles
AI-assisted workflows: human oversight at each step. Low risk of runaway automation.
Agentic systems: autonomous decision chains. Higher risk if an agent makes an incorrect judgment early in the chain. That requires different oversight models: goal alignment, safety constraints, and rollback mechanisms.
Security implication: Cycode’s 2026 State of Product Security report found that 100% of surveyed organizations have AI-generated code in their codebase, yet 81% have no visibility into how AI is being used.6 This visibility gap becomes critical when moving from assisted to agentic systems.
2. Failure Modes
AI-assisted: fails gracefully. Agent gets stuck and waits for a human. System degrades to manual workflow.
Agentic: fails actively. Agent misinterprets a signal, takes autonomous action, and compounds error. That requires monitoring, circuit breakers, and bounded autonomy.
Academic grounding: research on AI-driven predictive failure recovery and deployment rollbacks demonstrates that closed-loop systems can “autonomously predict, detect, and recover from deployment failures,” reducing MTTR, but only with careful design of anomaly detection and rollback triggers.7
3. Oversight Models
AI-assisted: human reviews each decision. Oversight is direct and synchronous.
Agentic: human sets goals and constraints. Oversight is indirect and asynchronous. That requires audit trails, explainability, and intervention mechanisms.
Practical middle ground: ARSA Technology’s concept of “bounded autonomy” with “structured context packages, configured resource caps, and output re-validation and human review gates” offers a pragmatic approach between full autonomy and AI assistance.8
Evaluating Vendor Claims
When a vendor says their product enables “agentic SDLC,” ask:
Task-Level Questions
- Autonomy: Does it make decisions without human checkpoints at each step?
- Adaptability: Does it adjust behavior based on context, or execute fixed workflows?
- Goal-directed: Does it work toward outcomes and iterate until goals are met?
Systems-Level Questions
- Cross-phase operation: Does it operate across SDLC phase boundaries, or stop at PR creation waiting for human approval?
- Loop closure: If deployment causes an issue, can it autonomously trace, fix, validate, and close the loop?
- Goal persistence: Does it maintain objectives across phases, or does each phase get separate human-defined tasks?
If humans bridge every phase transition, it’s AI-assisted workflow automation, not agentic SDLC.
That’s fine. AI-assisted workflows provide real value. But call it what it is. The terminology matters for setting correct expectations, choosing appropriate oversight models, and understanding risk.
Counter-example: GitHub Copilot’s “agentic capabilities” in JetBrains IDEs, GA in March 2026, include custom agents, sub-agents, and plan generation. That’s multi-step task execution and orchestration.9 Valuable, but still closer to orchestrated automation than true autonomy by this definition.
Build vs. Buy Implications
The Current Landscape
Available today:
- Best-in-class single-phase agents for code generation, PR review, and test selection
- High-quality intra-phase autonomy
- Proven value in reducing toil
Still emerging:
- Cross-phase orchestration that maintains goal context
- Autonomous feedback loop closure
- Production-grade safety mechanisms for multi-phase autonomy
Market trajectory: Gartner projects enterprise applications using agentic AI will jump from less than 1% in 2024 to 33% by 2028.10 Much of that growth will still be single-phase automation, not full-loop agentic systems.
Practical Architecture
For most teams:
- Buy best-in-class single-phase agents such as GitHub Copilot or Sourcery.
- Build a lightweight orchestration layer to connect phases.
- Keep humans in the loop at critical transitions:
- Code → deployment
- Monitoring → remediation
- Gradually increase autonomy as agents prove reliable in your environment.
PWC’s 2026 survey of 377 technology leaders in the Middle East found 70% use GenAI at moderate to high levels across SDLC, with emphasis on governance, measurement, and human-AI collaboration as core design principles.11 That controlled-autonomy approach reflects current production reality.
When to Build In-House
Build custom agentic orchestration if:
- Your domain has unique workflows that generic tools do not support.
- You have specific compliance requirements around deployment authority.
- Cross-phase automation is a competitive differentiator for your business.
- You have the engineering capacity to maintain autonomous systems.
For most teams, agent-assisted SDLC is the right answer today. True agentic SDLC is still an aspirational architecture that becomes viable only as the technology matures.
Conclusion
“Agentic SDLC” is not just “AI in the development process.” It requires both:
Task-level criteria:
- Autonomy
- Adaptability
- Goal-direction
Systems-level criteria:
- Cross-phase operation
- Feedback interpretation
- Goal persistence
Most current implementations are AI-assisted workflows, and that’s valuable. But it’s not agentic. The distinction affects risk management, oversight design, and ROI expectations.
Be precise about what you’re building. That’s how you honestly evaluate whether it worked.
